what is a 'hi-q' sample?

do you want me to describe it, haha

it is on a lot of synthesizer ROMs - at least I know Yamaha, Roland, and Korg

 

i.e. anyone could just buy a cheep 90s synth and get this sound

"High-Q" refers to the Q of a filter, commonly referred to on synthesizer filters as "resonance". A higher Q has a more exaggerated sound at the cutoff frequency.

 

But actually, the example you posted doesn't sound like it has a particularly high Q, it's mostly just an envelope-controlled pitch bend with a fast decay. Probably some filter modulation as well, but not really with a very high Q.
