Mainly because grades and other qualifications are also important here if you want a job. The Handelsschule has similar subjects like the ones you have to attend if you do an office apprenticeship (kaufmännische Berufsausbildung), there is no need to have an Abitur for that. But if you want to attend classes for business science and accounting you either (depending on the classes so you want to take) have to have the Abitur or a finished apprenticeship.
