i think bigger labels (tip, dragonfly, transient) rely on dj reaction a lot, so test pressings come up on vinyl. TP's are pretty weak quality though... definite trend for stuff being shifted over to CD though, which is a pity because vinyl's so much easier to skin up on.

first of all the reason that most of the labels dont send promos on vinyl is the shipping costs.sending one vinyl costs pretty much 4 times as much as making it, and making vinyl is not cheap either.

 

another thing is that because the labels have to send quite a bit of promos out anyway, its just not possible to add everyone on the promo mailinglist.you actually have to benefit the label somehow, you have to get the product some media coverage, work at a big recordshop etc,anything that would somehow effect the sales...if youre a big dj you playing the tunes benefits the sales as well...sales are really down at the moment so labels have to really think who they want to add on their list.

 

so before you approach any label make sure you have something to offer as well.otherwise wait until the release is out and buy it.
