Is my first thought, although people like Gus Till, Der Dritte Raum, and of course Transwave have a huge place in my heart as well... But THE band to end all bands must be Erasure - not exactly psy-goa-whatever, but their crisp electronics, and the fantastic lyrics makes it an unsurpassed experience...
