I don't know that any one would be better than another specifically for goa. Step sequencers are pretty straightforward and simple things. I think most available these days are modular, but MFB makes a desktop one that's not too expensive.

I asked Fredrik from Ethereal because he is analog junkie, he said next:

 

"Sequentix Cirklon! Very flexible. Also very expensive.

But it has heaps of features and works best as the center-piece, doing complete tracks with it."

#1 reason to buy hardware- look at the flashing lights!

May I suggest:

 

Hard core! Its from other planet. Is it good for live gigs?

Yep. A very heavy rack version.

 

How hard would it be to create a full-fledged goa tune with a hardware sequencer, compared to a software DAW?

 

I would say, the effects (if not build in) you have to set in a DAW project.
